Judge Feldman has been a United States Magistrate Judge in the Western District of New York since 1995. After graduating from Cornell University (1978) and Syracuse College of Law (1981), Judge Feldman served as law clerk to United States District Court Judge Michael A. Telesca, and then as an Assistant United States Attorney for the Western District of New York. From 1987 to 1992 Judge Feldman was a member of the law firm of Geraci and Feldman in Rochester, New York. In 1992 the Second Circuit Court of Appeals appointed Judge Feldman as the first Federal Public Defender for the Western District of New York, a position he held until 1995 when he was appointed to the federal bench. In 2000 Judge Feldman was appointed by Chief Judge William H. Rehnquist to the Federal Judicial Center Magistrate Judge Education Committee and then as Chair of the Committee in 2005. In 2009 Chief Judge John Roberts appointed Judge Feldman as the Magistrate Judge member of the Judicial Conference Committee on Defender Services. Judge Feldman has been actively involved in judicial education for many years and for over a decade has served as the primary instructor of federal criminal practice and procedure for new magistrate judge training at the Federal Judicial Center. In 2012 Judge Feldman was appointed to the Board of the Federal Judicial Center by Chief Judge Roberts.
