Recent events in the global financial markets suggest a need for a better understanding of financial institutions and, possibly, a different approach to their regulation. The first two workshops the Clarke Program co-sponsored with the Tobin Project in 2009 and 2010 successfully engaged psychologists, economists, anthropologists, legal academics, and policymakers in discussions of methods and objectives in relation to the study of consumers, financial services, and financial regulation.

Barseghyan and Lepinay

On April 28-29, 2011, the Clarke Program hosted the third edition of this workshop in Ithaca. This time, the focus was on the regulation of the new health insurance market following the passage of the Affordable Care Act in spring 2010. Scholars and government officials with detailed knowledge of health care financing and other financial markets reflected on a new approach to cross-disciplinary research and regulation. This engagement between researchers and policymakers produced new approaches to regulation rooted in both the institutional detail of regulatory practice and theories of human behavior and market activity.
