Mr. McHugh is a graduate of Mount St. Mary's University (1960) and Villanova Law School (1963), where he served as an editor of the law review. After graduating from law school he was an associate at Donovan, Leisure, Newton and Irvine, a Wall Street firm in New York. In 1966, his family moved to Ithaca where he practiced with the firms of Wiggins, Tsapis and Golder, and later O'Connor and McHugh. He served as Ithaca City Prosecutor in 1968, and then as Tompkins District Attorney from 1969 to 1972. The takeover of Willard Straight Hall took place during his term as DA. In 1974, He was elected to Congress, the first Democrat elected to that position from this area in many years. He served for 18 years, until his retirement from Congress in 1992. His primary committee assignments were the Appropriations Committee, where he focused on issues relating to US foreign aid, domestic nutrition and agriculture policies, among others: the Intelligence Committee, where they spent much time on the covert actions of the Reagan Administration; and the Ethics Committee, where he served as Chair during the investigation of the so-called House Bank scandal. After retiring from Congress, he served for a short time at Cornell as a Vice President and General Counsel, and then for 12 years at the World Bank as Counselor to the President. He is now retired and serves on a number of non-profit boards, as well as one corporate board.
