Arturo is a Cornell Law School J.S.D. candidate from Mexico specializing in electoral law, philosophy of law, and comparative law.

Before attending Cornell, Arturo worked as a Consultant for the Organization of American States (O.A.S.) in Washington, D.C., where he helped to draft the 2016-2020 Hemispheric Action Plan on Drugs. Prior to his appointment at the O.A.S., he served for two years as a Drugs and Corruption Consultant at the Mexican Ministry of Foreign Affairs where he helped to develop and coordinate strategies to foster the Mexican position towards the United Nations General Assembly Special Session on Drugs 2016 (UNGASS 2016). Arturo has served in different positions in the public sector (Electoral Institute of Mexico City, Montgomery County Circuit Court, and the Embassy of the United Kingdom of Great Britain and Northern Ireland in Mexico), as well as in the private sector (Grupo Estrategia Política, Santamarina y Steta, and Castellanos y Ramírez).

Arturo obtained his LL.M. from Cornell Law School in 2017. In 2016, he was appointed as a Board Member of the Cornell Law School Alumni Association Executive Board of Directors, served as the LL.M. Representative for the Latino American Law School Association, and worked as Research Assistant for Professor Beth Lyon on migration topics. Arturo obtained his Bachelor of Law from Escuela Libre de Derecho in Mexico City with the thesis "Pertinence, Legality and Congruence of Affirmative Action for Women in Mexico."
